When dawn breaks over Grand Island, the headlights and taillights of cars and trucks crossing over the Second Street overpass become streaks of light during a long exposure. Gov. The piping has been staged for installation in the southwest Grand Island drainage project, which would drain water away form the Highway 281 corridor, the Stolley Park Road area, and from College Park and Central Community College.
